The White House has released “America’s AI Action Plan,” a national strategy to accelerate AI adoption across key sectors — with healthcare identified as a top priority for reform, innovation and workforce development.

The 25-page plan, released in July, was developed in response to President Donald Trump’s executive order on AI leadership, and urges federal agencies and private industry to dismantle adoption barriers and equip the healthcare sector with the tools, standards and talent needed to harness AI effectively.

Below are the key healthcare-related takeaways from the document:

Healthcare is described as “especially slow to adopt” AI due to regulatory complexity, mistrust of automation and unclear governance.

The plan recommends a shift to a “try-first” culture to encourage innovation and experimentation in healthcare delivery.

The administration calls for the creation of testing environments where researchers, startups and health systems can pilot AI tools in partnership with regulatory agencies such as the FDA.

The National Institute of Standards and Technology will convene public, private and academic stakeholders to develop benchmarks for AI’s impact in diagnostics, operations and administration.

AI productivity improvements will be measured in areas such as medical imaging, clinical workflow and population health analytics.

Agencies including the Labor and Education departments will embed AI competencies into career and technical education, apprenticeships and job-training programs.

Employers may receive tax benefits for covering AI-related upskilling programs, pending clarified IRS rules.

A new federal hub will examine AI’s impact on healthcare jobs, including hiring trends, wages and occupational demand.

The Labor Department will support fast-tracked retraining programs for healthcare workers affected by AI integration.

Federal agencies will fund real-world clinical simulations of AI systems for diagnostics and operational efficiency.

A National Secure Data Service portal will expand access to non-sensitive, health-related datasets for AI model development.

Federally funded researchers will be required to disclose high-quality datasets to support medical AI research.

Infrastructure upgrades such as expanded data centers and improved grid access may enhance AI processing capacity for health systems and academic medical centers.
